There are a couple of major lottery stories that are dove-tailing lately.

The Eddie Tipton story, involving lottery rigging in 2005, 2007 and 2010, involves  at least a handful of states, and netted about $1.3 million for Tipton and friends from multiple lotteries.  He had begun working as SECURITY DIRECTOR for the  Iowa lottery in 2003, and introduced a self-deleting computer program called a rootkit.  Tipton used intermediaries to submit winning tickets to avoid detection of his scam.  The computers he infiltrated were used by a company that provides Powerball, Mega Millions and Hot Lotto. Although given jail sentences for his criminal behavior, Tipton is out on bail.  Involved lottery directors say that the lotteries involved are still “fair” to the players. More Here

The other story is even more troubling.  A study by the Maine Department of Health and Human Services (DHHS) determined that Maine residents on public assistance of various kinds (food stamps, aid to families and MaineCare) spent hundreds of millions on lottery tickets between 2010 and 2014, basically cycling public assistance payments back to the state.  The research showed that the welfare recipients spent hundreds of millions of dollars on losing tickets to win about $22 million in return.  We can also be certain the New Mexico tax-payer funded welfare support is also being lavishly spent on lottery tickets.

The best description of the lottery phenomenon is that state sponsored lotteries CHEAT the citizens–the players and the tax-payers.

Local media reports indicate that the legislature is going to take up legislation again to try to solve the shortfall in scholarship money.  A betting person would probably win a wager that the state lottery director, David Barden, will try to weasel wording into the legislation that would allow our citizens to use their credit and debit cards to purchase lottery tickets.  He has already lobbied the legislature to allow online purchase of lottery tickets.

It becomes more and more obvious that the state sponsored lottery is a failed government program.  It exploits the poor, who spend a disproportionally large percent of their income on lottery tickets, is full of corruption, and doesn’t accomplish the goals that were intended.  There is just so much waste and damaged lives to pay for a program that a few dollars a year from each taxpayers could fund.  Right now we have the poor and uneducated funding scholarships mainly for the more affluent families.

It’s time for the government to get out of the predatory gambling business.
