Secretary of State John F. Kerry is canceling plans to meet Wednesday with Palestinian Authority President Mahmoud Abbas, amid new threats from the Palestinian leader to circumvent U.S.-backed peace talks with Israel. Kerry had planned to make an emergency trip to Abbas’s West Bank headquarters in hopes of announcing a breakthrough.
