U.S. officials say that a second formal complaint by American diplomats has been filed against against the Chinese military. This second protest comes after the Obama administration accused a Chinese fighter jet of conducting a ‘dangerous intercept’ of a U.S. navy surveillance and reconnaissance aircraft off the coast of China in international airspace, the fourth such incident since March. U.S. officials say that it appears the same Chinese military unit out of a base on Hainan Island was responsible for similar actions in March, April and May. Is China testing President Obama?
